The part global HR software leaves out

Ask an office manager in Riyadh, Doha or Cairo what they actually spend their week on, and correspondence will be in the answer. Letters to a ministry, to a bank, to a client; letters arriving that must be logged, assigned and answered. It is a core business process here, and almost every imported HR product treats it as though it does not exist — so it ends up in a paper ledger or an Excel sheet named after the year.

What a register has to guarantee

A correspondence register is only worth keeping if it can be trusted a year later, in front of someone who was not there. That means numbers issued in order and never reused, a date that was recorded when the thing happened rather than when someone remembered it, and an attachment that is still attached.
